The Forum took place in December 2025 in Budapest on invitation by Council of Europe Youth Department and the United Nations Office of the High Commissioner for Human Rights, with their non-governmental partners. The forum aimed to critically review the status, achievements and challenges of human rights education for, with and by youth, as conceptualised and practiced by them and their partners.
From a global and European perspective, it is clear that Human Rights Education is an indispensable building block of a democratic civic culture. This makes it all the more important to engage with its conceptual development, to promote it, and to further advance its recognition. The DARE network, represented by Georg Pirker, among others, would like to express its gratitude for the opportunity to participate.
As the Europe-wide network of organisations primarily active in non-formal Education for Democratic Citizenship/Human Rights Education (EDC/HRE), we are particularly committed to strengthening this field, especially in times of political and budgetary challenges.
